The Standing Committee of the Ho Chi Minh City Party Committee has affirmed the need to adjust land prices in the city, but emphasized the importance of minimizing the impact on the rights and interests of the people.

The Standing Committee of the Ho Chi Minh City Party Committee has reached a conclusion on the direction and implementation of land price adjustments according to Decision No. 02.

Specifically, the Party Committee states that the Land Law 2024 is now in effect, rendering the current land prices in Ho Chi Minh City inconsistent with current regulations. Therefore, the city needs to promptly issue adjusted land prices and implement them as soon as possible, without causing any delays or affecting the enforcement of policies and laws in the area.

The Party Committee emphasizes that land price adjustments are a crucial matter that greatly impacts organizations and individuals currently using land and contributing to the city’s economic and social development. Therefore, the implementation process must consider and evaluate the comprehensive impact, gather opinions from relevant parties, and choose the most optimal and appropriate solution based on the actual situation to minimize any negative effects on the legitimate rights and interests of the people. The adjusted land prices must adhere to the principle of ensuring a balance of interests between the state and land users.

To ensure a tightly controlled implementation process for land price adjustments, Ho Chi Minh City needs to establish a steering committee with the advice of representatives from the Party Committee, the People’s Council, the Vietnam Fatherland Front Ho Chi Minh City Committee, the Mass Mobilization Committee, the Propaganda Committee, and other relevant units. The information regarding these adjustments must be disseminated clearly and thoroughly to the people. It is essential to determine that land price adjustments are necessary and must be implemented, in order to help the people understand, agree, and support these changes.

The handling of obstacles in the application of adjusted land price tables in Ho Chi Minh City was discussed at a meeting chaired by the Ministry of Natural Resources and Environment on September 10. Deputy Minister of Natural Resources and Environment, Le Minh Ngan, agreed with the People’s Committee of Ho Chi Minh City on the urgent need to develop and issue the adjusted land price table.

The deputy minister affirmed that according to the Land Law 2024, the city has full authority to establish land price tables for application within its jurisdiction. However, it is important to consider the adjustment of prices in relation to local land prices, assess the impact, and ensure a balance of interests to avoid affecting residents and businesses.

The city’s People’s Committee also needs to promptly develop and issue regulations and guidelines for implementing the land price table according to the Land Law 2024 and relevant decrees, in preparation for implementation from January 1, 2026. The Ministry of Natural Resources and Environment will consolidate feedback and report to the Prime Minister for consideration and guidance as soon as possible.

Regarding the 8,808 pending land files that have arisen since August 1, the Standing Committee of Ho Chi Minh City requested the city to closely follow the directions of the Prime Minister and relevant ministries and agencies, especially the Ministry of Finance, to resolve issues related to the calculation of financial obligations related to land.

The Department of Natural Resources and Environment of Ho Chi Minh City has developed and is seeking feedback on the draft adjusted land price table according to the Land Law 2024. Under the draft, prices in many areas are expected to increase by an average of 5-10 times, while some areas in the outskirts and suburban areas are projected to be adjusted by 15-50 times compared to the current prices (excluding the adjustment coefficient K of 3.5 times). The department believes that when considering the K coefficient, the land prices will increase by about 2.5 times compared to the city’s Decision 02 issued in 2020, approaching market prices calculated at around 70%.

According to the department, if the adjusted land price table is applied, it will affect 80,000 households whose land will be reclaimed for projects, but approximately 111,091 hectares of agricultural land owned by households and individuals in nine districts, Thủ Đức City (Ho Chi Minh City) will be affected when changing land use purposes.

The draft adjusted land price table is currently being reviewed by relevant units and will be submitted to the City’s Land Price Appraisal Council for evaluation before being considered and approved by the People’s Committee of Ho Chi Minh City. If approved, the new land price table will be used until December 31, 2025. However, at the end of this year, the city will reassess to ensure its compatibility with the economic situation. Starting from early 2026, Ho Chi Minh City will apply the new land price table annually in accordance with the Land Law 2024.
